Yes, that's racist. I understand if you would never marry/date a certain race because you aren't attracted to them, but I think if it's just because of their race then that's racist. People can't help who they're attracted to.
It depends on how you mean it. If you are saying that you do not find white women attractive then it's preference. However, if you mean that white women are disgusting (or something like that) because they are white, then it's racist.
