Does he just keep coming up to you? Is he threatening at all?

It sounds like he doesn't hate you (in fact might be the opposite). He knows that you hate him and there pretends to hate you to protect his ego.

yes classes, we wear our facemasks in the corridors but not in classes

Sometimes a weird kind of familiarity can be formed due to maybe running into someone a lot etc.
it could just make a person interested, not in a romantic way but just curiosity to get to know more?

we know each other thru friends etc, he used to always tease me then it got kinda serious to the point we didnt like each other, i know on my part i dont like him

I think he actually may like you though, you say you told him that you don't like him but if he used to tease you, maybe he takes it as a joke. and ofc he could just be annoying, some people are like that..
