why can some ppl give more than others? why are some worth more than others?? 😱

If someone has 12 gems (the little green things under the username), then they'll give someone 12 rep points when they rep someone. If someone has 1 gem, then they give 0 rep points when they rep someone.

Gems are the little green bars under someone's username. You have 8. If you were to hit the little thumbs up button on someone's post you would give them 8 rep points.
Once you hit a certain amount of points, you get another gem. You can find those amounts here.
The mysteries of rep are completely unknowable to human minds, (but as LovelyMrFox says, they are also explained in detail here).
