No you can’t use UCAS twice in one academic year. What are the changes you want to make as there may be things you can do to make drastic changes?

You have the option to decline all your offers in February and apply to new unis one at a time in Extra. Or you could use Adjustment to trade up if you get better grades in the exams than your Firm choice uni is requiring.
