Student finance applications for 21/22 should open in March with a deadline in May for new students to be guaranteed payment at the start of your course.

Accommodation allocation is something that is handled by your universities so you need to find out from then how and when you can apply - most universities will open accommodation applications in March/April but many wont allocate accommodation until August. There's no benefit to picking a firm choice early (and universities are prohibited from offering priority accommodation to applicants who pick a firm earlier than the June UCAS deadline).
