British, since birth.
Two years, one was until December and the other was until the beginning of January.

Economics is not a full time exception course, only part time.

If you have 2 years of previous study, you will have to self fund the first year of this course. The only way to be funded for all 3 years is if you have and can provide evidence of Compelling Personal Reasons http://ow.ly/MsMM30pjjOm

Distance learning applicants are not entitled to any Maintenance Loan, unless the applicant has a disability that prevents them from attending a physical university.

Ah okay, I do have compelling reasons but as I did not seek help at the time that avenue is void.

Could I not recieve full funding if I repay one of the years of tuition fees I owe?

That is not possible. It's only possible by providing CPR evidence.

Sorry to bother you again, for the first year if I self funded the tuition fee would I be eligible to any maintenance loan or would I need to provide that myself also?

There is no Maintenance Loan available to distance learners unless you have a disability.

If it is not a distance learning course then yes you can receive a Maintenance Loan for every year, including the first.
