Getting Merit for my Master from UCL, am I able to be admitted to Oxford's MPP?

I got Merit for my MSc International Public Policy at UCL. If I want to study a second Master's degree, am I be able to get into the University of Oxford's Master of Public Policy?

I'm afraid that they only accept First-class honor Bachelor's graduates or Postgraduate with Distinction.

My Bachelor's Degree is 2:1.
They said they require "a first-class or strong upper second-class undergraduate degree with honours". Your MSc degree has noting to do with it. If your bachelors meet it, your MSc might be beneficial (but not too beneficial as it's a Merit). If your bachelors doesn't, then I'm afraid it's highly unlikely.

If you already have a master's in public policy, Why do another one? Wouldn't it be better to get a job?
