Do people don't class dogs in breeds and don't breeds have their nationalities? it looks like the same to the human. So at least dogs have nationalities for people.
Nationality is based of national identity/citizenship

Dogs don’t care or recognise our manmade border, they may originate from a country, but don’t think they can have a nationality
