Hi, I have a question.

I have 5 conditional offers and if I declined them all, will I be eligible for clearing?

Clearing doesn’t open until July.

If you decline your offers now you’ll be placed into Extra

You can accept an offer and still go into clearing if you change your mind.

"Clearing self-release allows students who are already holding a university place to release themselves into Clearing rather than wait for their original choice of university to release them. Self-release is available in UCAS Track from early July." - complete university guide

Self release is only available once your firm choice is unconditional. So while it’s available from July many applicants won’t be able to self release until they have their results in August
