Drunk neighbours

Neighbours partying so loud at night and super drunk the day before my mini assessments anyone know what I should do party goes on whole night and is really affecting my grades
Report it to the local council.

Yes, report them only notwithstanding you having politely asked them to pipe down.

you can also call the police if they continue making loud noises after 11. if you go for the council route, make sure you have photo and sound evidence to back it up.
Go round to speak to them
