It is just a restatement of the conservation of energy applied to a fluid which is usually moving. You select two points in the fluid and state that the energy at one point is equivalent to the energy at another point within the same system. You typically assume friction is not present and no work is done by the fluid (i.e. no energy is transferred by heat or work into or out of the system). Although occasionally you can include such terms, this is unusual.
