Does a higher entry requirement at a certain university mean a better course?

Fro example, one uni requires AAA and the other needs ABB, is the first university better?
No. There is no connection between the typical offer requirements and the quality of the course being delivered.

All a higher requirement tells you is that it is a more well subscribed course. IE. They get more applications per place so can afford to be a bit more selective about who they accept.

Now, it might be that the course is more popular because on the weight of all things, it is a more appealing course. But that might not be the case for you. So the advice in all cases is the same, do your research and work out what is important to you.

question, if you have for example 3A* predictions and your PS is decent, are you likely to get into most unis that don't require an interview?

Presuming your GCSE (or equivalent) profile is decent, broadly speaking, yes.

Only exception would be headline courses like Economics or Law at decently ranked unis. There I would probably rate your chances with a decent PS as "good" rather than "likely". But still absolutely worth applying.

The reality is that for most universities and courses you are likely to get offers if you meet or are just below their expected grade. Most universities make offers to over 80% for most courses. It is different for very competitive universities and courses but for most courses you are likely to get offers if you are taking the required subjects and meet any GCSE requirement for your course. If a university has say a Maths GCSE requirement of grade 6 at GCSE and have have grade 4 it will end up as a rejection. Similarly if course requires a science A level and you dont have it you face rejection.
