Is it okay to use “you” in my personal statement? I have only used it twice in the conclusion.

I suppose you can. But, I recommend talking to a tutor regarding this.

Like “I can promise you that I am …..” and “that I will…. at your course”

You could avoid 'you'. For example:

If I am able to study (whatever subject it is) at degree level (or at university) then I ..

So use the course name rather than 'your course'.

I personally wouldn't put 'I can promise..' if this is what you are thinking of doing.

We were advised against using "you" in PS during our session on "dos and don't" in personal statements with the tutor and I did see the same advice in print somewhere.
