Why does clearing open on the 5th of July but we can only apply when we get our results?

some people have results already or before A level results (IB students, gap year students) they can use clearing now.

And if you think about it , the vasy majority of Clearing places are not avaiable until August anyway.
Most of 'early clearing' is about Unis trying to hoover up Overseas folk who have just got their results.

It has in the past for international students but there's no guarantee.
