    It means exactly what it says: if 500 million people in the EU (+ Turkey will soon be a member) wanted to moved to the UK, the only chance to stop that would be with Brexit.

    Or you're awful at making your point clear. In statement 1 you say we'd have a chance to stop people moving here. In statement 2 you say if they wanted to move here, we'd have a chance to stop them. That's the same statement, with the words rearranged.

    Of course it is, and neither statement is that 500 million people will actually move to the UK. They refer to the capacity to close the border for a lot of people.
