Even if you did, you would never see that person around, uni is not like school where you bump into each other every 5 minutes.
I'm at Loughborough, the tiniest place in the world, and I have a friend who went to the same school as me, chose Loughborough and chose the exact same course, and chose the exact same hall (completely by coincidence....I think....well it wasn't me copying at least as I chose everything first )
But despite all that, I never see him around, only occasionally see him in lectures but never sit next to him. It's a shame really because we were good friends at school, but I guess we just have both gotten our own friend groups and gone our separate ways.
So overall, even if you consider choosing a uni of a friend/crush, don't bother, chances are you'll never see them enough to justify choosing that place for them, and you're likely to find new friends/new crushes anyway. If it's completely by coincidence fair enough, but don't expect to still be best friends once you get there.
