Hence the budget is becoming increasingly stretched and put under strainin causing there to effectively be cuts in provision but purely in real terms spending is rising.

That's a lie. It's going up by 1.3% in real terms over the next 5 years. I don't think it should, but it is.

From this it suggests a 64.6% increase from 9.92 million to 16.33 million (admittedly not 100% but still an issue)
