if he wasn't charge d with TWOC his parent - which ever one was the RK of the vehicle - would be charged with the causing or permitting version of everything he was , that's the usual deal in these kind of scenarios.

getting criminals put away where they belong is what the scum bag deserved. Reporting a criminal to the police is your civic duty as a decent respectful member of society.

I sleep far much better to be honest - i honestly dont like people breaking the law even he drove up and down the road pretty fast and we do have a lot of elderly people living in this street too..

My bet would be 6 points + 150hrs community service if he had a licence.
6 months ban + 200hrs community service if he had no licence.

I'd find it piss easy. People like the one the OP described are my worst nightmare as a motorcyclist (see what I did there?). In fact, I'd celebrate with caviar and champagne to get ****** like him off the road. Serves the daft ******* right.
