You would have to define what civilization, progress and barbarism actually mean.
To say that the West is the very peak of human civilization is sort of misleading. By whose standards do you make such a claim? Yours? Westerners? What is the criteria by which you decide what constitutes societal evolution and de-evolution.
It is true that the West and a few nations in the East enjoy tremendous material wealth and technological progress. No third world person would deny this. However, from what I've read, the main criticism of the west is exactly our moral numbness and decandence.
Ours is a society based on hedonism and no restrictions. We don't subvert our carnal and material desires under our intellectual control - quite the opposite, promiscuity is the norm, cheating is encouraged, sex is advertised with practically everything, we have an entire industry dedicated to killing inconvenient unborn human beings, we are also on the verge of creating thanatoriums (places where you can ask to be killed/euthanized) and the list goes on and on. There is also criticism on vapid consumerism and total disregard for self-control and discipline.
So yeah, I don't see the west is a peak of anything. There is no peak. Our ideas about what society should be like are so vastly different that we'll practically never agree on what constitutes as social progress. A liberal would argue that social progress entails equality of wealth, high taxes, big government and a lot of subsidies. A conservative would argue that social progress entails equality of the opportunity to pursue wealth, economic freedom, small convernment and low taxes.
