Which is the wrong approach to take when there is insufficient evidence to prove that the service is generally poorer or that the cost is higher.

This bill makes no provision for an independent regulator though and at any rate you have made the accusation that government is extending the capability for prison sentences to other crimes which is again missed by this bill.

It's not a bad bill (bar the section discussed) but it's incomplete and insufficient.

Aye, assuming that the limit on prisoners means that either more prisons will be built or the system for penalising is changed to reduce the no. of inmates.

Abstain. Unless we also dramatically reduce the number of offences that result in custodial sentences, I don't see how this bill would achieve much.
