    Because they expect you to get high grades the first time round without resitting. It's fine resitting one or two units, but otherwise they would probably frown upon it, unless, as I've said, you have extenuating circumstances.
    I mean why can I not submit an application for undergraduate at Oxford while having started another undergraduate elsewhere?

    You technically could, but I'm pretty sure they don't usually allow you to transfer or apply while at uni, your best bet would probably be to take a gap year in that case

All such applications are still subject to the same academic assessment as any other application to the University."

    I know Cambridge does not accept it, Oxford doesn't accept transfer of courses (continuing a 3 year course for example) but welcomes dropping out and starting again.

    Anyway in the case of Cambridge, I am likely to be starting in NZ not a UK university.
