Yeah sealed in the envelope. They should have explained to you when you sent it that the special delivery would cover the official documents, with recorded delivery you are basically just paying for tracking and a signature. As soon as a letter or parcel leaves the post office it then becomes the responsibility of royal mail.

TBF anu claim for the item is secondaery to them tracking it and see where it might have been interfered with. Not something id be hopeful of anyway. Eben if you had sent i special delivery it wouldnt have made much difference in compensayion terms, excep they tend to separate them out. Just an official letter from HMRC should do.
