    I would say it does and does not produce sound due to a thought experiment called Schrodinger's Cat:

    A cat is put in a box with a vial containing poisonous cyanide (which has a 50/50 chance of being released and killing the cat) and the lid is placed on the box so that one would not know if the cat is dead or not, until one looks inside the box. Thus by looking inside the box, we force nature to make a decision; either to show us a dead cat or a live cat.

    In the same way, if a tree falls in a forest, a human presence forces nature to decide whether to alert the human about the fall of the tree through sound or not. Removing human presence altogether means that nature is not forced to make a decision at all, meaning it is both at the same time, sound is produced and technically not. This is what a quantum physicist would probably argue.

    (this answer is about the metaphorical meaning)

    I have interpreted it as if someone does an action but the impact is so meaninglessly small, does the action still hold valuable worth?

    In my opinion the answer is yes. And always yes.

    Will one person not littering solve the landfill issues? no

    Will one person saving energy solve climate change? no

    Would a donation of 10p solve poverty? no


    But its the mindset, the decision, the morals of the person doing something kind/good/helpful or even bad/evil/dishonest that will shape larger aspects of their life later on. And they will influence others too
