Shorts are inappropriate, wear a long dress.

Entirely her choice, it doesn't bother me. Just as long as I see some fit girls with amazing arms, legs and cleavage in the summer weather.

Both really, but dresses even short ones look classier than short shorts

Dresses or skirts definitely. I've never worn shorts except in PE lessons when I was younger and I hated it. I like long, nice, loose, flowy dresses and skirts that are comfortable to wear. I would never wear shorter ones without leggings or tights though I don't see how people are brave enough to do that.

Both are great. Shorts are more practical, but dresses give you a nice breeze in the nether-regions.
