    Yes but a "mess" is a bit strong especially if he wasn't attempting to meet a Cambridge offer in the first place.

    Some applicants do get admitted with 1,3 (rarely but it happens although that was a 1,3 in II,III).

    But I do agree he'll probably get an S,1 or S,S offer.
