    With the relative buoyancy of the UK economy and the opportunity for other countries businesses to export to the UK it is not in their interests to play very hard ball. e.g. The German Government trying to impose excessive motor vehicle trade tariffs would go down like a pork chop at a Barmitzvah with VW, Audi, Mercedes and BMW. We buy waaaaaay to many of their cars for them to shoot themselves in the foot. The same principle applies to fromage and vin for France etc etc etc

    You're not going to make deals with 136 countries in a couple of years. Moreover, there are countries with which you don't want to make deals.

    Actually, the Germans, French and Spanish all make cars and would be more than happy to impose quotas on UK made cars exported to the EU. Fewer cars from Britian means fewer cars competing with BMW, SEAT, Citroen etc for EU customers. Or they could encourage UK based car makers to relocate to the EU givng jobs to EU nationals and taxes to EU governments by giving them tax incentives, quotas and tariffs to make car making in the UK unprofitable.
