was trouble due to the number of people at reading without tickets cueing on the day as local paper reported over 5000 on sale while there where no problems at leeds. So no tickets on the door at reading as the council havent allowed it while there is at leeds

The council did not make the decision, and indeed have never made any decision regarding the sale of early entry tickets. It is entirely the organiser's choice, and I very much suspect they will do the same at both festivals.

Here is a link mentioning the council and as the problem was only at reading tickets are still on sale at leeds at the box office
