    So long as the land contained no indigenous population, then there wouldn't be any infringement on liberty. People would know the conditions when they apply.

    There is no way this would work. On an intellectual level, there is no way a bunch of atheists (or any people for that matter) will manage to come up with a coherent set of laws, rules and requirements that they are all happy with.

    On a functional level, who will be the bin men and manual labourers of this highly intellectual super-society?
