Average power rating for a fan is 20W. Probably a lot less actually, but anyway...

    20W = 0.02kWh
    3 days = 0.02 * 24 * 3 = 1.44kWh
    Typical price = 15p/kWh

    Pay him 25p.

Well if you want to be exact, he could pay 22p. The average UK electricity price is 14.5p btw

0.15 is the cost of electricity per kWh
    0.15/1000 = 0.00015
    0.00015 * 20 = 0.003
    0.003 * 72 = 0.216

    Erm.

If you want to be exact, find out the guy's energy tariff. Using the national average isn't exact. And I said 25p because it's nicer than '21.6p'

    Pedant.

I know I know, but OP shouldn't pay more than they need to

Don't pay him the £5 and tell him to go **** himself.

Alternatively, pay him the £5 in 500 pennies and throw them at his feet in disgust, then tell him to go **** himself

in the past he's made me pay "fines" for leaving the kitchen light on
How does one "make" you pay fines? On what authority?

In the nicest possible way you need to toughen up and tell him to piss off and stop whinging.

Haha, how can you live in an environment where you fine each other for everyday household goings on? That is just crazy. I would just tell this guy to **** off and have a word with himself.

On second thoughts, I might introduce such a policy at home with the missus:

"Hey love, you put too much milk in the tea - that's a £10 fixed penalty which reduces to £5 if you pay in the next 7 days"
