    That's partly why voter apathy is increasing and the percentage of people voting keeps decreasing

    Yes and if they care about this issue so much then they should vote for parties offering a referendum or exit. Once it has a parliamentary majority they will act or hold a referendum.

    Yes, because the UK parliament still has the power. If you want out of the EU you must vote for a referendum or exit in 2015.

    I'd also note that according to current polls interestingly parties in federalist groups overall are also looking to gain along with Ukip, what appears to be happening is that the Tory "in with reform" is being squeezed (going by the survation poll last week".
