    Not necessarily. It depends all on the circumstances and who is the driver. In some cases learner drivers (ones who are ready to take a test not ones that have just started) could be more capable, or competent may be the right word here, than one with a full license. Because they want to do everything right. Yes they did pass their test once so at one point they were a capable driver, but over time they may have become less observant on the road and hence more dangerous to other road users.
