    There is a difference between debating RL departments and trying to legislate on RL departments (which is impossible and therefore meaningless) while ignoring MHoC departments. If anything, this should have been a motion.
    Well, if you don't support it you should vote against it, but I don't see any reason why this should be struck down.

    As mentioned by someone else I think it could be enforced if a majority voted for it, Parliament is sovereign, not Government after all. However a Government tends to control a majority of the house, or near a majority so could appeal such a bill easily enough (well stop it ever passing infact)

    This bill isn't directly relatable to the house ( My NHS Operation Funding bill was'nt , Neither was the boundary review bill ) and they did'nt affect the house directly did they ?
