Before and after. Often a combo of brushing and mouthwash rather than brushing twice.
I brush my teeth first. I can't imagine eating all that icky stuff in my mouth in the mornings.
Eat first, then brush to get rid of the horrible clinging bits of toast or cereal or whatever. Which is one main reason for brushing, right?
When you wake up you want to clean out the existing bacteria that has been in your mouth over night. Plus you can clean the left over plaque from the night before. Our mouths are usually slightly dryer in he morning thus causing more bacteria to develop. Eating with out brushing your teeth in the morning can cause you to ingest all that bad oral bacteria that has developed overnight.
After brushing, flossing and rinsing your mouth, you should drink some water to rehydrate your mouth before breakfast.
I don't eat breakfast, but I do like brushing me gnashers.

Apparently it's better for your teeth if you brush then eat, as if you brush after eating you soften the enamel thats being dissolved by the breakfast acid, increasing chances of decay
