    The issue with that, is who will pay for the supervision of them whilst cleaning? As it would increase costs.

    Supervison likely wouldn't be one-to-one, so it should be cheaper to cover the costs for supervising them rather than employing enough people for work that the local authority couldn't otherwise afford to do.

    Obviously it would have to exclude high risk prisoners.

    With the money, time and risks taken to lock him up I say 5 years is utterly appalling especially considering he'll be out in 3 years. Disgraceful, makes us look weak and useless.
