Not true at all. Both can be achieved without any state, and I'd argue that such a large state hinders rather than helps.
I simply don't see how.

That's a bigger difference than you seem to think. The in bold are irreconcilable, unless you significantly limit the latter.
Well I Can't speak for John Locke but I believe that the state has a role to play, but I'd like it to have a smaller role, with greater emphasis on local issues and I'd like to see councils get more powers as well. So there can be greater economic freedom whilst still maintaining the role of government in addressing issues like housing, poverty and education.

I think that the uncertainty when it comes to a large state such as ours can cause hesitance in the markets and in business. One of the reasons the economy is currently not doing as well as previously is because of the general election being held. Businesses didn't know what sort of economic policy would be in place over the next 5 years. If the state had a smaller role in the economy, and therefore a smaller role altogether, then there would be a state of true economic sustainability

translation
Egnatia street,
Gales are drifting us far from the shore,
Our route might be wrong,
Lights are blinking on and off,
The ship is heading towards Grevena.

In an endless sea of good old whiskey
Castaways are we, not to be found,
The earth is dizzy, it staggers away
Holes in the head and a car that goes round
Who gave it sail and wheel?

Waves are huge, the winds keep on blowing
And the mermaid keeps on asking,
Good woman, Alex had one too many.
Amidst the sea a traffic light,
Perhaps they got whiff of us,
Who put such distance between my house and me?

Caught in a sea storm on Egnatia street
Gales are drifting us too far from the shore
Our route might be wrong
Lights are blinking on and off
The ship is headed towards Grevena.

It’s not the fault of good old whiskey

The ice cubes were spiked
And the ship seems to run on four round wheels!
An alcohol test and a traffic cop
Is of no terror for us
A downhill within the sea begins.

Second budget on 4th July.
The question is, how deep are the cuts going to be and how high are the taxes going to go, consequenlty, how low will the budget deficit be? 3.5%? lower?
Although, is anybody really surprised by this news?
Pretty sure you have the wrong date though given that 4th July is a Saturday

Yeah, funny day, Saturday. Saying that, in 2010 the emergency budget was on Tuesday for some reason.

Moon was high and he was lonely,
the temptation reached him slowly,
it was a chance she couldn't miss,
heavens, kitty sent a kiss!

He was loyal to his miss,
but kitty was impossible to resist.
Terrified of claws and hiss,
he feared she was a Bolshevist!

Then it struck him, it was clear,
the dilemma could disappear,
let her join him and lie still –
a goal she could not fulfill.

You saying this because you disagree with what economics/economists have to say?

No, I'm saying that because I just saw a lasagne from a well known supermarket which was made with British only beef but put together in France only to be sold again in the UK...

Not entirely sure what economics has to do with this, but it's not necessarily that silly, suppose most of the cow is being used in France, is it that illogical that the bit being used in the lasagna also goes to France with the rest and made in France, particularly if it's the cheap version and it's made from the really crappy leftovers.
