    Depends on the exam/module/Uni. There's no one way to answer a question. I kind of just roll with it, no clear structure for my short answers but a bit more for my long ones. Generally for economics modules, apart from essay type ones like economic history, the way you structure your answer isn't too important just make sure you have diagrams, equations and explain well what you mean.
    When you say 'explain well what you mean', do you mean clearly link the equations/diagrams/evidence to your question instead of just outlining or going off topic?
