    You said "With proper though very expensive arms it is not impossible.". The only thing taking out a fighter jet is an anti-air gun. So, in order for the populace to defeat the government's army, they'd need to be allowed to own anti-air guns. And you were suggesting the people should have the means to rise against the government -> hence people must be allowed to own anti-air guns?

    Even with previous assumptions, this conclusion is too narrow. There is another possibility, that nation would use state's weapons, governed by some local units.

    I was just wondering, does ability to overthrow government is better than necessity to ask for foreign assistance.
    However I must observe, that professional armies are always organized much better than any levee en masse, so access to arms would probably only increase a number of victims in most cases.
