Right, which is why big businesses have such a disadvantage in competing small businesses? Like how Tescos are disappearing around the country as they are being out-competed by local independent greengrocers.

Oh wait no, it works the other way round.

Fundamentally, the UK education system is a horrible mess and needs a complete overhaul. No more SATS, no more GCSEs, no more A-levels, no more BTecs. Scrap the lot and start again.
Big is good... for private companies. For rusty government organisations, not so good

Why not? The same principles stll apply: being able to buy things cheaper in bulk, being able to have specialised divisions, less paperwork, greater flexibility of offerings.

Look at it in a school setting: if a class is only worth the cost of running if it gets 20 students, and only 1 in 50 students wish to take the class, then a large institution with 2000 pupils will have more than enough students to put on the class, whereas a smaller institution with 500 pupils will not. therefore:

bigger institution -> more choice -> better individual fit for students -> better results

But then, the countries which have the highest rank have a much more competitive educative system. So why would you want to do the opposite of what is working?

Hence the reason I ended my sentence with "and start again". I didn't just say "scrap [all exams]".
