    If anybody has a location in London either Croydon or Stratford that wasn't their first choice and would like to swap to 'Belfast, Cardiff or Glasgow please let me know ASAP.

    You'd have to reject the location you've been offered first. Then there's no guarantee you'll get offered somewhere else.

    Once you accept a location that's it you're off the list. They won't suddenly offer you another location that's become available.

    Information: ICAS Pilot programme or Tax Specialist Programme (TSP)

    Q. What is the ICAS pilot?
    A. The TSP that you applied for is run entirely in-house by HMRC. This year, in order to trial different approaches to providing the taxprofessionals that we need, HMRC is running a pilot whereby a few locations ina number of TSP applicants will receive their tax learning from the Instituteof Chartered Accountants in Scotland (ICAS) rather than HMRC.
    Q. Why is HMRC running a pilot when you already have a degreeprogramme?
    A. HMRC constantly reviews and improves the learning needed todevelop its tax professionals. Trying something new is nothing new. The TSP programme itself will be changing during 2016 and 2017 to trialalternative methods of learning delivery and consolidation– the pilot with ICASis one of the options being explored. The pilot is an opportunity to evaluatean alternative learning approach to the graduate level programme alreadyprovided via TSP
    Q. How big a pilot and where will it run?
    A. In order to evaluate a different approach to delivering taxprofessional learning we are limiting pilot numbers to just 30, big enough togive us useful results but small enough to manage in the short term. We haveidentified Croydon, Birmingham and Manchester as pilot sites, because they willbe among the earlier locations to be configured as regional centres in therecently announced transformation that you were told about at your assessmentcentre.
    Q. How will HMRC select pilot participants?
    A. We are giving you the option to put yourself forward for thepilot as you have been allocated to a pilot location. Selection into ICAS pilotplaces among those opting for the pilot will be based on merit according toyour score at the assessment centre.
    Q. What will happen if I opt for the pilot but am notselected?
    A. If you have been offered a place in a pilot location but arenot offered an ICAS place you will join the TSP programme.
    Q. Can I be offered a place in a pilot location but be on TSPinstead?
    A. If you are offered a place in a pilot location but choose notto opt into the pilot you will undertake TSP.
    Q If I am successful in gaining a place, what will happen if thereare problems with the Pilot?
    If for business reasons HMRC decides not to continue with the pilot (which atthis point it does not envisage), any additional training you need to carry outthe role you applied for will be provided in-house.

    Q. How does the ICAS tax professional programme compare to TSP?
    A. There are a number of similarities and differences betweenprogrammes:
    • ICAS learning is externally delivered by accredited tutors onbehalf of ICAS; TSP is delivered by professional tutors who are alsoexperienced HMRC tax professionals
    • Trainees on both programmes will receive comparable levels ofsupport through their learning and development from managers, senior colleaguesand learning professionals.
    • ICAS is delivered using a blended learning approach that makesuse of modern digital methods; TSP is a more traditional tutor led approach tolearning, although increasingly digital channels are used to support learning.
    • ICAS uses manager led assessments covering learning and doing,plus exams; TSP is a series of modules examined by multiple choice and writtenexams, plus work based assessments. Exam or assessment failure on eitherprogramme may lead to you being removed from the programme or dismissed.
    • There is some flexibility in the pace at which ICAS learning canbe completed, which is generally around two years; formal TSP learning iscurrently spread over around three years
    • ICAS is externally recognised as a professional taxqualification; TSP is an internal degree level programme which is recognised byexternal accreditation

    Q. How will the Pilot Study be evaluated? How will I be involvedin this evaluation?
    All HMRC learning is evaluated and the ICAS content will be no different to theTSP learning in that context. For ICAS and TSP trainees HMRC will be evaluatinglearning methodologies used from the perspective of both the trainee and thebusiness. You will be asked to take part in evaluating the changing deliverymethods as they come on line on your programme.
    Q Will I be doing the same work on the pilot as colleaguesundertaking TSP?
    A key focus of pilot and TSP programmes is to get trainees ‘business-ready’ assoon as practically possible, so this will involve the training beingincreasingly aligned with the front line teams throughout the training period
    Q. Will there be any difference in the time taken to be promotedto Grade 7?
    There may be some differences in the time taken to be promoted, but theimportant measure is capability in the job, which will be assessed by seniormanagers. The same standards of performance required apply to both programmes.
    Q. What level of learning does the ICAs award represent?
    The ICAS Tax Professional Qualification is a widely recognised tax professionalqualification, for accountants wishing to specialise in tax and for specialisttax professionals. Completion of the qualification will lead to the award ofthe designatory letters 'ITP
