How do you "firm" a muscle?

stop being pedantic:p:. it roughly translates into the muscle getting big enough so that when its flexed you can see a bit of the contours through the skin. obviously that will happen easier if you lose the fat first, but most of the people who say this aren't exercise junkies and just want to fine tune their body shape without losing lots of weight or gaining lots of muscle.
