Would you get engaged at 15 or 16? if you thought you could be commited or wanted to stay with that person forever?
Personally I wouldn't have. I believe that at that age people don't have enough 'life experience' to make that sort of decision. I think people should wait until they're older for that sort of thing, at 15/16 you still have you're whole lives ahead of you for getting engaged etc.

Exactly, you're still trying to find who you are and what you want from a relationship. Your perspective on life completly changes as you get older.
When I look back now at what I was like and who I had crushes on when I was 15/16, the person I was then is barely recognisable compared with me now. And even now I doubt I'll stay like this for the rest of my life. In the olden days, maybe, but today, no way.
