Every school will be different. Phone your old exam centre and ask.

Sometimes in October for me - you can check your school website for information or call them.

When are they issued?
They are supposed to be in your exam centre by 31st October.
When/how they make them available is up to the centre.
Mine send them out in the post as soon as they get them.

It is November for me as well. However, Sciences Po, the University I got into in France, asked me to present it upon registration in August.
