You have to compare the status. Hitler was well known everywhere, Stalin was not as well known. But you can call him a celebrity if you want. Depends on the person and how well known they are.

No. Jack the Ripper wasn't a celebrity. Many at the time had heard of the killer, that didn't make him a local celebrity.

Celebrities aren't just celebrities if they're well-know, they have to be admired. Most people didn't admire Hitler, apart from the Nazis. I would hardly call him a celebrity. He's just infamous.

hmm oh well, i dont think a person has to be admired to be called a celebrity. A celebrity is someone of distinction. Hitler is famous to me..

You are famous if many people know who you are
I would argue that celebrity is fame in the arena of showbusiness

Therefore, Hitler was famous but not a celebrity
