Anything by the The Bees, heavy 60's influence and perfect soundtrack to those lazy summer days in the sun! And just 11 days till I see them supporting Oasis, what's the betting it'll bucket down with rain all day?!?

KidA, Death Cab for Cutie is awesome any time of the year! New Pornographers is definitely summer-y, as are modest mouse and nada surf... The Bees = pretty good too, though I haven't heard 'em much, they're good...

Ok, don't kill me for this, it's pronably a bit stupid at times... but my ultimate summer soundtrack HAS to include English Summer Rain, James Dean's B-Side (by a small victory), Firefly by Saves the Day, and maybe a couple other songs by them, stuff by the Academy Is..., and Cartel! Yay!
Also, Jimmy Eat World helps a lot. So does the Rocket summer.
The ataris, cauterize, and the early november make good additions to any summer soundtrack too.
Oh, and The Vines. Very Important, but it has to be something like Winning Days, or She's got Something to Say to Me... I mean, Ride, Autumn Shade or Factory are good, but they just aren't summer.

Jack Johnson! In Between Dreams was made for summer, I've been listening to it since spring just waiting.

Misty in Roots - Musi-O-Tunya (Reggae)
Bowes and Morley - On a Day Like Today (Soft rock)
Python Lee Jackson - Ina Broken Dream (Ultra-Lazy)
Asian Dub Foundation - New Way New Life (Nice.)

Few others which probably make less sense, just my own mental associations.

Eels - Mr E's Beautiful Blues, of course. Their new one, Hey Man, is pretty good for summer too.
