    that's what she said...she already has the license but wants to know if she can drive yet as she's not quite 17.

    you have to wait until your birthday unfortunately...the start date will be on the license!

    you still need to be licensed and insured to drive around car parks and the like now.

    you can apply in the few months before your 17th birthday so the license gets issued in time for those rushing to get their test pass so they can start learning ASAP

    you CANT drive with it until you are actually 17 though.
