Stuck on Lord Liverpool essay, please help!

The title is "How accurate is the term “Reactionary Tories” in describing the Tory government from 1812-1821?"

I've put in: For: Repressive Policies, Peterloo Massacre, Unwillingness to compromise with protestors.

Against: Repressive policies, e.g. Habeas Corpus suspension was only temporary and allowed to lapse.
Peterloo Massacre was down to Magistrates, not the gvt.
Liverpool was open to new ideas <---- need examples of this!!!!

At the moment, it's headed to be about 3/4 a page long, inc conclusion...this doesn't seem long enough...

What else should I put in???
