LSE Graduate Financial Support Scheme

I am just about to submit my request for Financial Support and would like to ask some questions. How much is the Graduate Support Scheme usually worth? On the web site they mention it is usually between 3K and 6K, but does it concern UK residents or international students from poor newly admitted EU countries as well? (You know, I am going to make some use of this in the “Why I am deserving and desperate” paragraph  )
In the form I have to fill how much I am asking for (higher "nice to have" amount) and how much I need to get in order to be able to accept the offer (lower "least possible" amount). How much are these figures supposed to differ? If they offer me the lower amount and I defer my study nevertheless, what is the probability I will be offered (at least) that amount next year?
My situation is this: My application was quite late and I got the offer just 2 weeks ago. The reason I applied so late is that I have still something to do in my home country and can wait another year happily. Because of the late application and because it took them much more time to process it than I expected, I was not able to claim any external scholarship. But I have got the 3K Merit Award. I need more, so I am applying for the Financial Support. But if they offer me only the lowest amount allowing me to study at LSE (thus sucking my lifelong savings), I would prefer to defer my arrival by another year, provided that I can be reasonably sure I will be offered (at least) the same amount again. I mean, if they offer me only that lower amount, then I will have to make a decision, otherwise it is straightforward.
Thank you for any hints.
