X E R what does this notation mean is it that all the positive and negative numbers are included????

x \in \mathbb{R} means that x is a real number... the real numbers basically consists of all numbers (positive, negative and zero, including integers, rational numbers and a multitude of other kinds of numbers) that you can think of, except complex numbers (which you probably won't have encountered yet if you're asking this question).
