Just a question about this... I am skinny with a slight belly from alcohol and bad food. Do people who have fat go disproportionately to one place have to work harder on that area to even out their body?
I am joining the gym soon to get my body in shape. I want to build muscle all over but not do the whole 'starting strength' programs, etc, because that takes a lot of dedication and precision. I also want to get a hard, flat stomach. So - weight lifting and cardio? But extra work on the stomach?

You can't spot reduce fat, or atleast if you can it's not as efficient as a proper routine.
Starting strength is a simple routine, 3 times a week which would take 3-5 hours a week. So you don't really need to be dedicated.
Basically your question is, how do i get a six pack?
- Cardio and/or HIIT to reduce fat + a good diet
- Increased muscle mass through weight training (I found front squats gave me a harder abdomen) but squats, deadlifts, hyper extensions etc
- Some weighted bodyweight stuff such as sit ups
