I can resign giving one month's notice and I imagine the case is similar for most other departments. It would be strange to go into the Fast Stream expecting to leave after a year given the quality of the grad scheme, the difficulty of getting on good grad schemes generally, and it may reflect badly on you if you reapplied to the civil service in the future. But you're certainly not tied down for two years.

Thanks for that, thats all I needed to know. I realise it's not a particularly sensible approach but just wanted to be in possession of all the facts.

There will be a standard notice period in your contract as Moley says - I've known people who have dropped out of the Fast Stream and Civil Service after a matter of months because it wasn't for them. Some went to the private sector, others to front-line public sector, and others to the voluntary and charitable sector.

One thing that future employers may frown upon is why you would want to leave such a highly regarded scheme so soon. Basically if you do this, have a very good reason to do so.
